I.  The scholarship may be held for a maximum of 4 years, and, except in special circumstances, must be completed within 4 academic years.

2. The scholarship holder shall be a person a character, worth and good intellectual ability, who has given evidence
of a capacity to profit from a high school education.

with the candidates at a time and place to be announced. The Chairman of the Council Scholarship may make a
preliminary selection of candidates for the scholarship.

financial need or intellectual ability.
